The Third Belt and Road Round Table on Intellectual Property Takes Place in Beijing

On September 13, the Third Belt and Road Round Table on Intellectual Property was held in Beijing, serving as a key component of the Third Belt and Road High-Level Conference on Intellectual Property. During the meeting, Chinese delegates, together with intellectual property (IP) institutions from participating countries and international and regional organizations, engaged in discussions on cooperation and exchanged views on six key topics and nearly 20 projects aimed at deepening Belt and Road IP collaboration. The roundtable was chaired by Shen Changyu, Commissioner of the China National Intellectual Property Administration (CNIPA).

The meeting also introduced a Chinese initiative to strengthen IP cooperation under the Belt and Road framework. Shen highlighted that the CNIPA will fully implement China's eight major steps to support the joint pursuit of high-quality Belt and Road cooperation, as proposed by Chinese President Xi Jinping. Following the four expectations laid out by Vice Premier Ding Xuexiang in his speech on the opening ceremony of the Third Belt and Road High-Level Conference on Intellectual Property, the CNIPA will focus on achieving practical cooperation outcomes in five key areas: business collaboration, value enhancement, capacity building, user services, and people-to-people diplomacy.

Lu Pengqi, Deputy Commissioner of the CNIPA, outlined the key initiatives China has undertaken within the Belt and Road IP cooperation framework since the last conference, which have garnered high praise from participating countries.

Wang Binying, Deputy Director General of the World Intellectual Property Organization (WIPO), reviewed WIPO's efforts to support Belt and Road IP cooperation over the past six years and introduced projects and measures aimed at further strengthening this collaboration.

Participants engaged in in-depth discussions on specific projects aimed at deepening Belt and Road IP cooperation and reached broad consensus. They agreed that the new batch of practical cooperative projects aligns with the actual needs of the Belt and Road Initiative as it enters a new phase of high-quality development. These projects are expected to further advance Belt and Road IP cooperation, fostering a new paradigm of collaboration.

The deepened IP cooperation projects under the Belt and Road framework encompass nearly 20 areas, including accelerated patent examination (pilot), promotion of patented green technologies, IP talent training, service cooperation with patent agencies, and guidance on IP protection in China for users from participating countries.
