The China National Intellectual Property Administration (CNIPA) and Hunan Provincial People's Government held a conference promoting the province's innovation strategy, also known as "Three Vantage Points and Four Innovation Targets" (hereinafter referred as the innovation strategy).

Zhang Qingwei, Hunan Party Secretary and Chairman of the Standing Committee of Hunan People's Congress, met with the CNIPA delegation led by Shen Changyu, CNIPA Party Secretary and Commissioner. Hunan Deputy Party Secretary and Governor Mao Weiming and Shen attended the conference and delivered keynote speeches. Representing Hunan Party committee and provincial government, Zhang praised CNIPA's consistent support for social and economic development of Hunan. He stressed that Hunan has been sparing no efforts in implementing General Secretary Xi Jinping's important instructions on strengthening IP work, especially those concerning Hunan, such as executing the strategic position of the innovation strategy, missions and tasks, striving to build an IP powerhouse province, all of which have translated into increasingly dynamic innovative activities, continued progress in commercialization and use, strengthened IP protection, optimization of services, and enabled IP to play a bigger role in serving social and economic development. He said he hopes the CNIPA will deepen cooperation with Hunan, fine-tune communication, enhance coordination on major programs, support the construction of China (Hunan) IP Protection Center, and ensure the scheduled accomplishment of the joint task to build a powerhouse province of IP innovation. Hunan is placing IP protection in a more prominent position, bringing the developmental needs closer, intensifying team building, enhancing evaluation and rating, and strengthening publicity of IP protection to propel quality development of IP work in Hunan.

Shen expressed his appreciation to Hunan Party committee and the government for their care, attention and support over IP work. He noted that Hunan has been investing heavily in building an IP powerhouse province and reaping benefits. The CNIPA, together with Hunan, will study and implement General Secretary Xi Jinping's instructions' on IP work and Hunan's tasks, comprehensively understand the CPC Central Committee's strategic positioning of IP work, execute the CPC Central Committee and the State Council's opinions on building an IP powerhouse country, and enhance the national IP plan during the 14th Five-Year Plan period, and boost the work of the joint task of building an IP powerhouse province, strive to contribute more to the grand program of the nation, strengthen IP protection, generate more benefits from IP commercialization and use, advance the execution of the innovation strategy of building an IP powerhouse province, and serve the nation's big social and economic needs.

Mao said that Hunan has been sparing no efforts in implementing General Secretary Xi Jinping's important instructions on strengthening IP work, especially those concerning Hunan, such as implementing the outline of building an IP powerhouse country, advancing the execution of constructing an IP powerhouse province, constantly strengthening IP innovation capacity, supporting enhancing the foundation, optimizing IP protection, and standardizing the management of use. As of July, the province was home to 80,600 invention patents (12.18 inventions per 10,000 population) and 1,142 PCT applications. Hunan has set a series of goals: becoming the leader of inland provinces and an elite IP powerhouse province of the nation; building three vantage points and optimizing the climate for doing business; balancing between quantity and quality, inspiring innovation and the public interest, staying market- and policy-driven; intensifying compensation, joint conference, work support, evaluation and rating; –and executing innovation, use, protection, administration and service. Hunan will accelerate building a high-level market system, assist self-reliant R&D of advanced science and technology and support quality development of the whole province.

At the conference, Hunan Vice-Governor He Baoxiang presented an overview of creating an IP powerhouse province. CNIPA Deputy Commissioner Lu Pengqi spoke on the specific tasks of building an IP powerhouse province and announced the approval of constructing a national IP protection center by Hunan and its Xiangtan City. The leaders also awarded the China Patent Gold Medals to the winners. Representatives from two CNIPA's national IP model cities - Changsha and Xiangtan, also addressed the conference.

During his stay in Hunan, Shen also led the CNIPA delegation to Central South University and CIE for an IP field study.

Officials from CNIPA's Patent Office and departments, governments of Hunan and its cities, winners of the China Patent Gold Medals, Hunan Patent Special Award, and Hunan Patent First Prize attended the conference.

The CNIPA has tweaked and upgraded its joint tasks with provinces on building an IP powerhouse province together, featuring a "One Province, One Strategy" approach, adopting a cooperation mode underlining "joint discussion, plan and conference".
