On April 29, an advanced seminar for national intellectual property pilot and model universities was held in Beijing. Shen Changyu, Commissioner of the China National Intellectual Property Administration (CNIPA), attended the seminar and gave a special counseling report titled Implement the Spirit of General Secretary Xi Jinping's Important Speech to Comprehensively Strengthen Intellectual Property Protection.
In the report, Shen Changyu focused on studying and implementing the spirit of General Secretary Xi Jinping's important speech at the 25th collective study session of the Political Bureau of the 19th CPC Central Committee. He expounded from four aspects, namely, the history and connotation of intellectual property rights, the role and function of the intellectual property system, historic achievements of China's intellectual property industry since the 18th National Congress of the Communist Party of China, and the comprehensive strengthening of intellectual property protection at the new development stage. He emphasized that General Secretary Xi Jinping's important speech is made from a strategic height, profound in thought, rich in content, and clear in requirements, serving as the fundamental guideline for comprehensively strengthening intellectual property protection in the new era. It requires continuous in-depth study and understanding, and earnest implementation.
Shen Changyu pointed out that over the past 40 years since the introduction of the reform and opening-up policy in 1978, especially since the 18th National Congress of the Communist Party of China, China's intellectual property industry has made historic achievements. The intellectual property legal system has been improved day by day, strategic planning intensively introduced, comprehensive strength raised rapidly, and the effectiveness of protection greatly improved. Qualitative efficiency has become increasingly apparent, management efficiency has continued to improve, and international cooperation has been expanding, which altogether firmly establishes China's status as a major country in intellectual property rights. Facing the new era, it is necessary to resolutely implement the spirit of General Secretary Xi Jinping's important speech and the CPC Central Committee's plans on work related to intellectual property, comprehensively strengthen intellectual property protection, promote the establishment of a modern economic system, stimulate the innovation vitality of the whole society, as well as promote the building of a new development pattern, so as to provide more powerful support for the building of a modern socialist country in an all-round way.
The seminar was presided over by Zhao Gang, Deputy Commissioner at the CNIPA. He emphasized that it is necessary to earnestly implement the spirit of General Secretary Xi Jinping's important speech, take the construction of pilot demonstration universities as an important starting point for the building of world-class universities, and earnestly study and explore the effective experience of intellectual property supporting the high-quality development of universities, providing strong support for innovation-driven development, independent development of technologies, and the building of a new development pattern.
The seminar has a main venue in Beijing, and separate venues in 29 provinces, autonomous regions, and municipalities. Leaders and related staff members from 30 National IP Model Universities such as Peking University, and 80 National IP Pilot Universities such as Renmin University of China, and relevant responsible persons from the Intellectual Property Offices and the competent education departments of all provinces, autonomous regions and municipalities attended the meeting.
A tablet granting ceremony for the national intellectual property pilot demonstration universities was held at the seminar. The heads of the Department of Science, Technology and Informatization under the Ministry of Education and the Intellectual Property Utilization Promotion Department under the CNIPA interpreted policies respectively on the Opinions on Improving the Quality of Patent in Higher Educational Institutions and Promoting Transformation and Application jointly issued by the Ministry of Education, CNIPA, and Ministry of Science and Technology, and the special plan for patent transformation jointly initiated and implemented by Ministry of Finance and CNIPA. At the same time, a president's roundtable on intellectual property rights was also held.
