White Paper: Intellectual Property Development and Protection of Xi’an in 2020

On April 20, Xi'an released a white paper to summarize the progress of the city's IP work in 2020 from such six aspects as IP creation, application, protection, management, service and cooperation.

According to the white paper, Xi'an saw an increase in both market value and share of patents, trademarks and GIs, and copyrights and intangible cultural heritage were better protected in 2020.

In terms of patents, a total of 45,407 patents were granted in the whole city in 2020, a year-on-year growth of 30.06%, including 11,067 inventions, 29,916 utility models and 4,424 designs. The number of granted service invention-creations was 40,257, with enterprises, institutions of higher education, scientific research institutions and government agencies and organizations accounting for 56%, 37%, 5% and 2%, respectively. The number of international patent applications filed under the PCT was 449. By the end of 2020, the city had 48,983 valid invention patents, and the number of invention patents owned by each 10,000 heads of population was 48.

In terms of trademark applications, a total of 101,542 new trademark applications were filed, 58,842 new trademarks were registered, and there were 307,186 registered trademarks in total. By the end of 2020, the number of international trademark registration applications under the Madrid Protocol was 18, and the accumulative number of registered trademarks under the Madrid Protocol was 181.

In terms of copyrights, there were totally 8 copyright registration stations in Xi'an by the end of 2020, where 20,200 works registrations were handled, accounting for 95.39% of the total registrations of the whole province.

In terms of GIs, there were 11 PGI products and 13 agro-product PGI products by the end of 2020.

In terms of intangible cultural heritage, in 2020, Xi'an Municipal Administration of Culture and Tourism organized 4 batches of applications for national-level intangible cultural heritage, 6 batches for provincial-level ones, and 6 batches for city-level ones, among which 10 items including the traditional preparations of TCM and folk customs were identified as national-level intangible cultural heritage, 101 items identified as provincial-level ones, and 229 items identified as city-level ones, respectively. Also, the Administration organized 5 batches of applications for national-level representative inheritors, 6 batches for provincial-level ones, and 4 batches for city-level ones, among which 9 people were identified as national-level representative inheritors, 72 people identified as provincial-level ones, and 233 people identified as city-level ones, respectively.(Translated from CNIPA Website Chinese Version)
