Commissioner Shen Addresses Boao Forum's IP Panel

China National Intellectual Property Administration (CNIPA) Commissioner Shen Changyu, on April 20, was invited to speak via video conference at 'Intellectual Property in Asia: Trends and Opportunities', a panel under the 2022 annual conference of Boao Forum for Asia (BFA).

Shen started by quoting Communist Party of China (CPC) Secretary General Xi Jinping's comments on innovation: "Innovation is the premier power piloting development. Protecting IP is protecting innovation." The global technology landscape is shifting profoundly with rapid rise of the Asian power in technology and innovation, which is graduating to new heights of global innovation and IP production, that in turn drives the world economic development. Elevating IP to the height of national-level strategy for inspiring innovation and development is a common policy choice of Asian countries and countries around the world. Since the 18th CPC National Congress and under the potent leadership of the Central Committee with Comrade Xi Jinping at the helm, Chinese IP system has been moving forward constantly, paving a developmental path with our unique qualities, attaining historical achievements, and robustly supporting the materialization of the objectives of building an innovation country and a moderately prosperous society in all respects. Last year, China released the Outline of Construction of an IP Powerhouse Country (2021-2035) and 14th Five-Year National Plan for IP Protection and Application, designing a blueprint at the very top level for future developments of the IP system. CNIPA is willing to work closely with IP administrations of Asian countries and the world to build a more dynamic global IP eco-system, assist global economic recovery and development, and benefit people of all countries with innovations.

In his opening remarks, BFA Secretary General Li Baodong mentioned technological innovation's increasingly important role in propelling economic and social development, countries' actions in lending heavyweights to IP policies and performing international cooperation in IP protection. Some of the other keynote speakers were Zhang Jianchun, Vice Minister of the Publicity Department of the CPC Central Committee; Liu Hua, Director of the World Intellectual Property Organization Office in China; Mori Kiyoshi, Commissioner of the Japan Patent Office; Rena Lee, Chief Executive of the Intellectual Property Office of Singapore; Luiz Henrique Do Amaral, President of the International Association for the Protection of Intellectual Property.(Translated from CNIPA Website Chinese Version)
