The State Council formulated the Program of China's Women Development (2011-2020) and the Program of China's Children Development (2011-2020). Both the programs advocate bold innovation and safeguarding IPRs compared with the program formulated 10 years ago.

The Program of China's Women Development requires facilitating innovation, promoting IPR commercialization, popularizing technology for women health. In parallel, it also encourages women to participate in high-tech research, guide them to engage in the S&T development. The Program of China's Children Development (2011-2020) requires to step up property rights of Children and safeguard their profit right and IPRs.
