The Organization Department of the Central Committee and Ministry of Human Resources and Social Security jointly issued a Medium and Long-Term Plan on Developing High-Skilled Talent (2010-2020) recently, which is the first plan of its kind in China.

According to the plan, by 2015, the proportion of talent with special maneuver or having ability to practice technical innovation and obtain invention patents shall account for at least 50% in the work unit. By 2020, this number shall stand at least 80%. The plan also contains the main tasks to achieve the goal, that is, creating a good social atmosphere for the high-skilled talents, perfecting training system as well as developing a high-efficient mechanism for the talent.
