State Council released Decisions on Accelerating Fostering and Developing New Industries of Strategic Importance On October 18. According to the document, China should occupy the best position in global competition by developing strategy new industry, mastering core technology and relevant IPRs and improving capacity for self-development.

Under the decision, concerted efforts should be make to implement the strategy of building up the strength of the country with talent people and IPR, facilitate IP creation and application, strengthen IP protection and management and encourage company to build up patent pool.
