The General Office of the State Council issued its Opinion on Encouraging Mergers and Reorganization of Enterprise. The Opinion requires the government of the province, autonomous region or municipality directly under the Central Government, together with the Government Offices Administration of the State Council to accelerate the transformation of economic development and structure regulation, optimize industrial structure and facilitate mergers and reorganization of enterprise.

Under the Opinion, some industries still have problems in industry concentration, innovation and market competitiveness. The Opinion supports enterprise in independent innovation and technical development, encourages enterprises to upgrade their management idea, mechanism and ways, facilitate innovation, culture integration and enhance their market competitiveness.
