In a bid to implement the strategy of development of western region and midlands, the State Council executive meeting examined and issued the Guide Opinions on Midwest Undertaking Industry Migration, a document drafted by the National Development and Reform Commission. The opinions call for intensification of IPR application in industrial park and commercialization of self-reliant IPRs.

The opinion says, the Midwest shall enhance innovation capability and promote industrial upgrade when undertaking industry migration. The opinion put forward some tasks in finance and tax, trade, investment, S&T and education. It also lays out that the Midwest shall step up efforts in supporting the development of innovation system of industrial park, the application of IPRs and commercialization of self-reliant IPRs.
