Ministry of Industry and Information Technology and other 10 ministries jointly released the Guiding Opinions on Promoting Industrial Design. The Opinions put forward the 5-year plan, and that innovation competence of industrial design will be improved remarkably by 2015 and numbers of famous design brands with proprietary intellectual property rights will see a substantial increase.

Under the opinions, concerted efforts should be made to promote industrial upgrade, energy conservation and emission reduction, public service improvement and safety in production etc. and to advance industrialization of industrial design with proprietary intellectual property rights in these key fields. Encourage organs and individuals file industrial design patents and register copyrights. An IPR credit disclosure and warning system on industrial design will be established and also efforts should be striven to combat IPR infringement and intensify the punishment.
