On July 16, SIPO, the Ministry of Science and Technology, the National Development and Reform Commission and the Ministry of Finance jointly issued the Interim Rules on Management of IPR of National Major Technological Project, all national technological projects approval shall go through IPR evaluation and examination.

Under the rules, IPR evaluation indicator should be regarded as an essential prerequisite and be listed into national acceptance. In addition, all departments and operators shall incorporate IPR management as part of the project operation which including, tracking IPR development, innovation achievements protection, defining the right and duty of IPR, enhancing the capability of creation, application, protection and management of IPR.
