The National Development and Reform Commission released the Circuar on Implementing Projects for Promoting Capacity Building in R & D Centers of Companies 2010.

According to the Circular, the state certified R& D centers of companies apply for the project must have strong technological research and development capability, strong technical innovation capability and relatively high R & D spending, possess key technology with self-reliant IPRs, famous brand, have advances in R & D capability and innovation.

Prioritized areas are mainly key industries in national economy, including information technology, biomedicine, new materials, aeronautics and astronautics, equipment making, agriculture and energy saving, strategic resource development, conservation and holistic use of resources.
