In an effort to deal with international financial crisis, promote small and medium sized enterprises' (SMEs) capability of creation, application, protection and management of IPRs, accelerate the development of SMEs with self-reliant IPRs, famous brand and competitiveness, SIPO and Ministry of Industry and Information jointly released a Circular on Implementing IPR Strategy of SMEs.

According to the Circular, improve their IPR awareness, conduct IPR training, establish IPR service system, improve the IPR protection mechanism for SMEs cluster area and create a favorable environment for innovation, creation and application of IPR.
