Ministry of Commerce and Ministry of Science and Technology jointly issued the Several Opinions on Encouraging Technology Exports, declaring a series of measures such as developing credit and insurance products to support enterprise for IPR pledging, establishing the service system and trading platform of technology exports to create a favorable policy environment for exploiting international market.

In an effort to bolster enterprise financing, the opinions including building the system of IPR pledging to ensure efficiency of IPR financing for SMEs, using monetary policy to reduce financing cost, and especially encouraging insurance companies to guarantee the accounts receivable for technology exports.
