Under the opinion, accelerate the characteristic agriculture development, promote industry upgrading, enhance innovation capability and guide industrial transference orderly. Accelerate low-rental public housing construction, improve production and living conditions in rural, strive to realize water supply in Western area within 2 or 3 years, continue to increase poor-aid fund, and implement Aid-the-Poor policy to low-income groups.
