State Council passed the Plan of Boosting Central China Development on September 23.  Innovation, equipment making, high tech industry and renovation of traditional industry with high techs are among the things mentioned. 

Under the Plan, efforts shall be focused on development of core technology and essential technology and construction of modern equipment making and high tech bases.  Innovation shall be boosted to achieve the above goals.  High and advanced technology shall be employed to renovate traditional manufacturing.  Transition of old industrial bases and resource-demanding cities shall be underway.  Development of counties, old revolutionary regions, ethnic regions and impoverished regions shall be accelerated.  Those weakest links shall be the breaking points to accelerate reform and open-up and systematic innovation.  New vigor for development shall be found.
