The Ministry of Railways formulated the Regulations on Enhancing Management of Railway Innovations and Promoting Commercialization of Innovations, providing for further technical examination and verification of innovations from the Ministry, promoting exchanges and commercialization of innovations, enhancing management of innovations and increasing level of management of these innovations.  

Specific provisions are laid out on technical examination and verification, exchanges and commercialization and IPR management.  Department of Science and Technology of the Ministry is responsible for technical examination while the Science and Technology Office assists day-to-day operation of technical examination and verification.
