In an effort to fully implement the IPR strategy, make full play of IPR system, promote economic development of counties, advance construction of new socialist rural areas and build harmonious society, SIPO released the Circular on Determining the First Group of Counties Implementing National IPR Strong County Project, announcing 124 counties including Beijing's Haidian District to be in the first group. 

The Circular requires provincial IPR offices shall place great emphasis on the strong county project, make relevant action plans and organize its implementation.  The counties on the list shall act swiftly by following the instructions of the national plan, and make appropriate investment to ensure the effectiveness of the project.
