The Ministry of Industry and Information Technology issued the Circular on Promotion of Cluster Development of Industry and Reasonable Planning of Industry, underlining choosing of elite companies with good development foundation, abundant technological resources, advanced techniques and products, self-reliant IPRs and competitiveness as leading companies in  industrial parks and the industry they are in as leading sectors.

In the part of inspiring innovation and materializing structural optimization and upgrade, the Circular says, planning, construction and development of industrial parks shall adhere to the principles of high threshold, high standard and high level.  It is imperative to choose elite companies with good development foundation, abundant technological resources, advanced techniques and products, self-reliant IPRs and competitiveness as leading companies in industrial parks and the industry they are in as leading sectors.
