The National Development and Reform Commission released the Circular on Organizing and Implementing Projects for Building Innovation Capacity of Enterprises' Technology Centers, distributing tasks in this line of work.

According to the Circular, the overall objective is to build innovative capacity of enterprises and to concentrate innovative resources on enterprises.  The projects intend to assist key enterprises to increase their spending on R & D, make breakthroughs in essential technologies, upgrade technological structure, gather momentum for future development, and build a solid platform for innovation.
