National Development and Reform Commission (NDRC) and Ministry of Finance released the Central Government's 100 Billion Yuan Emergency Stimulus Plan, making public the seven aspects of investment with innovation project being one of them. 

The seven aspects are to: build public housing projects; improve people's lives and infrastructure in rural areas; build highways, railroads, and airports; improve healthcare care and education, culture; build ecological and environmental projects with 12 billion yuan; fund R&D and innovation projects with 6 billion yuan; rebuild places worst hit by the earthquakes.
