CNIPA Party Leadership Group Discusses Implementing Guidelines from CPC Central Committee and Plans Next Steps for Controlling COVID-19 Epidemic

 

On February 4, the CNIPA held a meeting for both its Party Leadership Group and Leading Group for COVID-19 Epidemic Response to discuss how to implement the guidelines of a Standing Committee session of the CPC Central Committee and prepare next steps for addressing the epidemic. Shen Changyu, secretary of the CNIPA Party Leadership Group, CNIPA commissioner and head of the CNIPA Leading Group for COVID-19 Epidemic Response, chaired the meeting and raised requirements on related work.

During the meeting, Shen Changyu conveyed the guidelines and plan delivered in a speech by General Secretary Xi Jinping at the latest Standing Committee session of the CPC Central Committee, as well as the guidelines given at the meetings of the Central Leading Group on Responding to the COVID-19 Outbreak. Shen also conveyed the requirements of a notification from the Organization Department of the CPC Central Committee on implementing the guidelines from General Secretary Xi Jinping to fight the epidemic by taking the initiative to fulfill more duties. He also listened to the situation reports from the working teams under the CNIPA Leading Group for COVID-19 Epidemic Response and briefed on the latest epidemic control developments at the Patent Examination Cooperation Hubei Center of the Patent Office, CNIPA.

Shen Changyu said that on the first working day after the Spring Festival holiday, General Secretary Xi Jinping chaired another Standing Committee session of the CPC Central Committee to receive reports from the Central Leading Group on Responding to the COVID-19 Epidemic Outbreak and discuss the next steps of the epidemic control. Xi delivered a speech to raise a range of fundamental, overall work arrangements in principle and work requirements. The speech reflected high attention to the epidemic control and worked as an important guide for the next steps of the epidemic control. Thus it required us to learn about the guiding principles in it well and work hard to implement them.

Shen Changyu emphasized that facing the epidemic challenge, the CNIPA Leading Group for COVID-19 Epidemic Response and all departments and affiliates under the CNIPA should have a stronger sense of political responsibility and enhance the Four Consciousnesses, increase confidence in our path, theories, system and culture, and uphold the Party’s leadership and authority and General Secretary Xi Jinping as its core. Accordingly, we should take the initiative to assume more duties, act in quick response and contribute more to the epidemic control for a final victory over COVID-19. Firstly, we should have a stronger sense of political responsibility. While earnestly learning the guiding principles reflected in Xi Jinping’s important speeches, we must implement well the plan determined at the Standing Committee session of the CPC Central Committee. Knowing well the importance, challenge and complexity of the epidemic control, we prioritize it among our jobs, and put people’s life, safety and health at first. We focus our efforts on implementing the guidelines of General Secretary Xi Jinping and the decisions made by the CPC Central Committee and the State Council and fulfill the work arrangements by the CNIPA, so as to restrain the spread of COVID-19. Secondly, we should develop a better understanding of the general picture. While following the CPC Central Committee’s unified command, coordination and arrangement, particularly the command of the Central Leading Group on Responding to the COVID-19 Outbreak and the Joint Prevention and Control Mechanism of the State Council, we must comply with the national overall arrangement and conscientiously do a good job of prevention and control within the CNIPA system. In addition, we can make good use of our strength in intellectual property to support research on technology breakthroughs related to prevention and control and promote better sharing of related data, so as to facilitate the fight against the epidemic. Regarding the epidemic prevention and control inside the CNIPA system, we should adopt an overall tactic and arrangement to leave no loophole. Thirdly, we should highlight prevention and control priorities. While managing the overall prevention and control situation well, we will focus on the situation at the Patent Examination Cooperation Hubei Center of the Patent Office, CNIPA. While giving our full support and guidance, we need to get their needed goods in place to minimize the spread of COVID-19 inside the Hubei Center and ensure the safety and health of the personnel there. Fourthly, we must ensure the normal running of all CNIPA work. While doing well in epidemic prevention and control, we need to coordinate the efforts in reform, development and stability for the fulfillment of all yearly tasks and goals. In particular, businesses such as patent and trademark application processing, examination authorization can move forward via online administrative channels. Fifthly, we will continue the endeavor in raising intellectual property awareness and public opinion guidance. To offer effective guidance to public opinion, we should respond in time from a professional perspective when dealing with prevention and control information related to intellectual property.

Also attending the meeting were other members of CNIPA’s Party Leadership Group, heads of the Discipline Inspection and Supervision Group dispatched by the Central Commission for Discipline Inspection and the National Supervisory Commission to the State Administration for Market Regulation, and heads of the Patent Office, CNIPA.
