On April 24, the High-level Forum on China IP Protection 2019 with the theme of “Enhancing IPR Protection and Promoting High Quality Development” was launched in Beijing. CNIPA Commissioner Shen Changyu and WIPO Director General Francis Gurry attended and gave keynote speeches. The main forum was directed by Gan Shaoning, Deputy Commissioner of CNIPA.

Shen Changyu pointed out in his keynote speech that the theme of the Forum this year agreed with the actual demand of China’s development today and was of great practical significance. Since the 18th National Congress of the CPC, guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the CPC Central Committee and State Council have made a series of important plans on IP. As a result, great progress and development have been made in China’s IP work and universally acknowledged accomplishments have been achieved. In 2019, centering on strengthening IP protection, CNIPA will focus its efforts on such five aspects as formulating the outline of strategy for turning China into a country with strong IPRs, making and implementing plans for building an IP protection system, improving IP-related laws and regulations, strengthening IP protection at its source and innovating IP protection mechanism. He stressed that in order to do a good job in IP-related work in the future, it was necessary to further give full play to such three important roles of IP protection as the cornerstone of the socialist market economy, the rigid demand of innovation-driven development and the standard configuration of international trade.

Francis Gurry said in his keynote speech that he was glad to witness China’s rapid progress in IP work and appreciated the performance of the government of China in IP institutional reform, amendments in Patent Law and Trademark Law, multilateral cooperation in IP and other aspects. In recent years, WIPO has made significant progress in global IP service system and multilateral IP legislation, which not only provides global IP users with more convenient service, but also vigorously promotes global economic development. He also stated some important topics such as how IP protection promoted the development of sports industry and AI & IP.

Fernando  dos Santos, Director General of ARIPO, Denis Loukou Bohoussou, General Director of OAPI, Alicja Adamczak, President of Polish Patent Office, Abdullaziz Gander, senior representative of Ministry of Energy and Mining of Algeria,  famous scholar Wu Handong, famous musician Li Haiying and other domestic and foreign guests also attended and gave speeches.
