Recently, the 4^th Meeting of China-Israel Joint Committee on Innovation Cooperation was held in Jerusalem, Israel. The meeting was co-chaired by Vice President Wang Qishan of China and Prime Minister Netanyahu of Israel. Commissioner Shen Changyu of China National Intellectual Property Administration (CNIPA) led a delegation and attended the meeting.

During the meeting, Shen Changyu remarked that since the establishment of China-Israel Joint Committee on Innovation Cooperation, IP departments of the two countries have signed a three-year work plan and established an IP Subcommittee, and CNIPA has signed a cooperation agreement with the Israeli Ministry of Justice. In the past three years, the two sides have achieved remarkable success in macro policy communication, the Belt and Road IP cooperation and Patent Prosecution Highway (PPH) cooperation. This year, Chinese government rebuilt CNIPA, integrating the management function of patent, trademark and geographical indication into one institution. For the next step, the two sides will follow the important consensus reached by leaders of the two countries in this meeting and further expand the field of cooperation. The two sides have agreed to sign another three-year work plan in due time so as to better serve the innovative development of the two countries.

The mechanism of China-Israel Joint Committee on Innovation Cooperation, established in 2014, is the highest-level mechanism of China-Israel innovation cooperation established by governments of the two countries in order to implement outcomes of the meeting of heads of the two countries. CNIPA is an official member of the committee and, together with the Israeli Ministry of Justice, take the lead to coordinate IP cooperation under the framework of the committee through the IP Subcommittee.

During the stay in Israel, Shen Changyu led the delegation to visit the Israel Patent Office (ILPO) on invitation, and met with Director General Emi Palmor of the Israeli Ministry of Justice and Director Ofir Alon of ILPO. Shen Changyu elaborated on the latest development of Chinese IP, and had in-depth exchange of views with the Israeli side on the deepening of China-Israel IP cooperation. Shen Changyu remarked that since the signing of the memorandum of understanding on cooperation by CNIPA and the Israeli Ministry of Justice in 2017, the two sides have made continuous cooperation in various fields of IP, achieved remarkable success in cooperation of macro policy, PPH and staff exchanges, and made deepening cooperation under the framework of China-Israel Joint Committee on Innovation Cooperation as well as the Belt and Road. He expressed that after the restructuring of CNIPA, China and Israel would have great demand and potential of cooperation in the field of trademark; hopefully the two sides may strengthen cooperation and communication in the field of trademark. Emi Palmor expressed her concurrence. She remarked that the Israeli Ministry of Justice and ILPO attach great importance to the cooperation with CNIPA, and highly appreciate achievements of Chinese IP development. In the past two years, with joint efforts of the two sides, China and Israel have made encouraging progress in IP cooperation; hopefully in the future, the two sides may further expand the field of cooperation and deepen the content of cooperation, so as to better serve IP users of the two countries.

During the stay in Israel, the delegation also visited China-invested enterprises stationed in Israel, and conducted survey and exchanges on issues of overseas IP rights granting and protection. (Translated from CNIPA Website Chinese Version)
