On September 19 (local time), Shen Changyu, Commissioner of China National Intellectual Property Administration (CNIPA), and his delegation visited Russian Federal Service for Intellectual Property and attended the 22nd International Symposium on Intellectual Property hosed by Russia. Mr. Grigory Ivliev, Director General of the Federal Service for Intellectual Property (Russian Federation), Mrs. Saule Tlevlessova, Commissioner of Eurasian Patent Office (EPO), Russian federal agencies, practitioners in intellectual property circle and representatives from the industrial circle as well as representatives from a number of European and Asian intellectual property agencies attended the Symposium.

Shen Changyu gave a keynote speech titled “Response to challenges in world intellectual property systems – latest progress in China’s intellectual property work”. He pointed out that global intellectual property systems are experiencing unprecedented reforms and challenges and the countries should proactively respond to the challenges to advance intellectual property cooperation, promote scientific and technological innovation as well as economic development and realize co-prosperity and mutual improvement. He also introduced the latest development of China’s intellectual property, reforms in China’s intellectual property agencies as well as some suggestions on joint response to global challenges.

Grigory Lvliev made the opening speech. According to him, intellectual property is a key piece of asset for each country’s innovative development. The current patent system is faced with unprecedented challenges and the countries should get well prepared to build an international intellectual property management system and improve work quality and efficiency by means of artificial intelligence technology (AIT).

At the Conference of Commissioners between China and Russia held in the afternoon, both sides exchanged their views on the latest development of intellectual property and progress in their cooperation projects. Moreover, they also thoroughly discussed the questions of common interest under the “Belt & Road” intellectual property cooperation framework, World Intellectual Property Organization (WIPO), cooperation in intellectual property among BRICS members as well as the trilateral cooperation among China, Mongolia and Russia. According to Shen Changyu, “the relationship between China and Russia is showing a more positive growth momentum and is entering a new period of higher level and faster development” as said by Chinese President Xi Jinping at the Eastern Economic Forum ended a few days ago when meeting Russian President Vladimir Putin. In terms of intellectual property, both China and Russia have played an important role in promoting global innovative development and facilitating to build a more vital international intellectual property system. CNIPA and Rospatent are maintaining long-term and friendly bilateral cooperation and have achieved fruitful results in many fields; in the meanwhile, they communicate and coordinate closely with each other in multilateral and mini-multilateral cooperation frameworks such as “Belt & Road”, WIPO, BRICS as well as the trilateral cooperation among China, Mongolia and Russia, for the purpose of a win-win situation. We are looking forward that both sides can strengthen exchanges and cooperation to jointly promote continuous development of their cooperation and inject new vitality to develop the international intellectual property system.

Grigory Lvliev highly recognized that. According to him, CNIPA and Rospatent have accomplished remarkable performance under the frameworks of “Belt & Road” intellectual property cooperation and the BRICS intellectual property cooperation. He believed that their cooperation would be further enriched and he hoped that both sides could provide more convenience for patent applicants and intellectual property users of both countries through further cooperation, so as to enhance technological innovation and economic development of both countries. He also hoped that both sides could communicate and coordinate further on the bilateral level to advance related issues. 

Both sides signed cooperation documents including data exchange agreement at the Conference and exchanged their Cooperation Agreement on Patent Prosecution Highway (PPH).  (Translated from CNIPA Website Chinese Version)
