From September 3 to 4, Commissioner Shen Changyu of China National Intellectual Property Administration (CNIPA) led a delegation to visit Singapore on invitation. He held a bilateral talk with Chief Executive Daren Tang of Intellectual Property Office of Singapore (IPOS) and presented at ASEAN-China Innovation and IP Commercialization Seminar co-held by CNIPA and IPOS, and Global Forum on IP held by Singapore.

In the bilateral talk of CNIPA and IPOS in the morning of September 3, the two sides had an in-depth exchange on issues including the latest development of IP in China and Singapore, Chinese IP institutional reform and implementation of Sino-Singapore cooperation projects. Shen Changyu remarked that CNIPA and IPOS had always been close partners since the establishment of cooperative relationships in 2004, the two sides had made fruitful achievements in high-level exchanges, the project of Sino-Singapore Guangzhou Knowledge City and patent prosecution highways, in which way effectively promoted Sino-Singapore relationship. Especially in recent years, IPOS actively attended and played positive and constructive role in important activities held by CNIPA, including the High Level Conference on Intellectual Property for Countries Along the “One Belt One Road”, which was appreciated by CNIPA. At present, the IP institutional reform was actively promoting and CNIPA hopes take this reform as a new start to further strengthen their practical cooperation and promote the mutual development of IP in China and Singapore. Daren Tang expressed that innovation and IP had already became important backup of economic development of all countries. CNIPA had rich practical experiences in IP protection, value assessment and commercialization, and IPOS was willing to cooperate with CNIPA to further deepen bilateral cooperation and better serve the public and IP users of the two countries.
    
In the afternoon of September 3, Shen Changyu and Daren Tang jointly attended ASEAN-China Innovation and IP Commercialization Seminar and made opening speeches. The two sides both remarked that with the increasingly prominent importance of IP in recent years, attention to IP had expanded from protection, registration and examination to commercialized application, which may give a better play to the supporting role of IP in economic development. IP policy makers, IP practitioners, and representatives from business circles, research institutions and academic circles from China and ASEAN countries reached significant consensus on topics including IP and AI, IP strategy of enterprises and IP commercialization on the seminar.
    
In the morning of September 4, Shen Changyu presented at the Global Forum on IP held by Singapore on invitation, on which he met with Ms Indranee Rajah, Minister in the Prime Minister's Office of Singapore, and delivered a speech on the topic“Anchoring Innovation: The Future of IP Organizations”and answered relevant questions together with Director Andrei Iancu of United States Patent and Trademark Office (USPTO), President-Elect David Lossignol of International Trademark Association (INTA), Freddy Harris, Director General of Directorate General of Intellectual Property, Ministry of Law and Human Rights, Indonesia (DGIP) as well as Chair of ASEAN Working Group on Intellectual Property Cooperation (AWGIPC), and Commissioner Naoko Munakata of Japan Patent Office (JPO). In his speech, Shen Changyu introduced  Chinese policies on innovation and IP as well as the progress of Chinese IP institutional reform. He expressed that with the rise of a new round of scientific and technical revolution, the tendency of innovation leading development became more prominent, the role of IP system as the basic guarantee of stimulator for innovation became increasingly significant and IP received more attentions from all steps of life, industrial circles in particular of all countries. Looking into the future, IP institutions showed new developing trends. Firstly, seen from importance, they would participate in formulation and implementation of policies related to innovation, economy and trade as well as IP of more countries. Secondly, seen from management mode, more and more countries would promote IP integrated management, and give a better play to associated effects of IP policy integration and various types of IP, so as to support the development of innovation. Thirdly, seen from IP registration and examination, modern information technologies including AI and big data would be increasingly applied to raise quality and efficiency of examination and registration and meet requirements of the society. Fourthly, seen from promotion of IP system reformation and progress, accelerated emergence of new technologies, new forms and new modes including AI, big data and sharing economy would be actively coped with, innovation would be better protected and stimulated, and the new function of economic development would be cultivated and expanded.
    
In the afternoon of September 4, Shen Changyu also held a bilateral talk with Commissioner Naoko Munakata of JPO and exchanged views on cooperation between the two sides.  (Translated from CNIPA Website Chinese Version)
