2017 TRIPO Heads Meeting Held in Korea

 

Recently, 2017, the TRIPO Heads Meeting was held in Korea. Commissioner of the State Intellectual Property Office of China (SIPO) Shen Changyu, Korean Intellectual Property Office (KIPO) Commissioner Sung Yunmo and Japan Patent Office (JPO) Commissioner Naoko Munakata attended the meeting. The three parties summed up the achievements made by the three offices of China, Japan and Korea over the past year in various cooperation projects, had a positive evaluation on the progress of the cooperation among the three offices, exchanged views on the future cooperation, and agreed on the cooperation plan for next year. They also signed Minutes of 2017 TRIPO Heads Meeting.
 
Shen Changyu pointed out that since the establishment of SIPO-JPO- KIPO cooperation mechanism in 2001, it has played an important role in the development of the three offices, the coordination of regional intellectual property affairs and the progress of scientific and technological innovation in the three countries. He said that the mutual trust between SIPO, JPO and KIPO in the field of intellectual property has been continuously strengthened and various cooperation projects have achieved good results, providing better service to intellectual property users in the three countries. As the neighboring countries, China, Japan and Korea are facing various challenges. The three parties should further strengthen communication and coordination, enrich the contents of cooperation, expand cooperation areas and provide important support for promoting regional economic development.
 
Sung Yunmo and Naoko Munataka positively commented on the progress made in the cooperation between the three offices of China, Japan and South Korea in the past year. They believed that the cooperation between the three offices not only promoted the development of intellectual property in their respective countries, but also effectively facilitated economic, trade, scientific, technological and cultural exchanges between the three countries. In the face of new opportunities for development, the three offices should, based on the good cooperation in the past and the principle of mutual benefit and win-win results, learn from each other's successful experiences, continuously promote pragmatic cooperation in all business areas and strive to achieve more good results.
 
At the meeting, the three offices of China, Japan and South Korea reported on the latest developments in the intellectual property work in their respective countries and conducted in-depth exchanges on cooperation in the fields of review, design, human resources and user seminars. In addition, they exchanged views on the feasibility of the newly added cooperation topics, discussed and adopted the framework of cooperation between the three offices and the cooperation logo. It was also decided that the next meeting would be held in China in 2018.
 
In order to strengthen the interaction between intellectual property offices of the three countries and intellectual property users, the three offices also held the 5th seminar on IPR users from China, Japan and Korea. Shen Changyu, Sung Yunmo, and Naoko Munakata attended the meeting and made speeches. In his speech, Shen Changyu pointed out that the fourth industrial revolution posed new challenges and brought new opportunities for the intellectual property system. Intellectual property system needs to meet the realistic needs of the new round of industrial revolution and do a good job of patent examination in the emerging technologies such as big data, cloud computing, artificial intelligence, and Internet of Things. It has to timely and effectively protect the relevant innovation achievements while solving intellectual property related problems of collaborative innovation and shared economy, establish a more convenient and efficient channel for realizing the value of intellectual property, promote fundamental changes in related industries, promote the orderly flow and efficient allocation of international innovative resources and promote the further development of a new round of industrial revolution. At the same time, intellectual property system also has to apply various technical achievements of the fourth industrial revolution, such as artificial intelligence and big data, to improve the quality and efficiency of the patent examination. And "Internet +" can help with the protection of intellectual property rights, and help various departments improve their business capabilities, practical intellectual property work, and the intellectual property system.
 
At the seminar, nearly 100 intellectual property professionals from three countries conducted in-depth exchanges and discussions on intellectual property strategies during the fourth industrial revolution.
