The Standing Committee of People's Congress Discussed Proposal of Joining WIPO

 

On the 25th Session of the Standing Committee of China's People's Congress held on December 24 in Beijing, proposals concerning China joining a WIPO's convention, China's Law on Property, amendments to Enterprise Income Tax Law and Labor Contract Law were discussed. Mr. Wu Bangguo, Chairman of the Standing Committee, presided the session.

Entrusted by the State Council, Mr. Long Xinmin, director of China National Administration of Copyright, made the explanation report to the attendants on China's joining WIPO's copyright convention and convention of audio product and performance. It is said that the Hong Kong and Macao, two special administration regions of China, will not be included into the two conventions.

Passed in 1996 by WIPO, the two conventions specially deal with the new situation as a result of development of new technologies, and expand copyright protection to digital area, especially to internet, so as to better protect the interests of copyright holders and performancers. In fact, Chinese government had actively participated the drafting process of the two conventions. Internet infringement and piracy has become an international problem right now. Chinese government pays high attention to IPR protection, and had signed the Burne Convention and World Copyright Convention long ago, and made comprehensive amendment to China's Copyright Law.
