Recently, the "International Forum for the Development of Independent Innovation and High and New Enterprises" of the 10th Session of the Technology Industry Fair was held at the Great Hall of the People.  This Forum was sponsored by the working office of the China Beijing International Technology Industry' Fair.  The Forum's themes are "cooperation, innovation, win-win and development".  Commissioner Tian Lipu of the SIPO was present at the Forum and also delivered a key-note speech.

 

Tian stressed that under the international environment of the constant acceleration of economic globalization and the daily growing of knowledge economy, energetically upgrade the corporate IP creation and operation capabilities and push forward the sustained development of enterprises onto the road of innovation is an important task in the implementation of the national intellectual property strategy.

 

Tian pointed out that the world has entered into the era of knowledge economy and globalization and IP has become an enterprise's tool and a strategic resource in competition, the high and new enterprises in particular.  IP has, surpassing the traditional asset, become the most important asset of the high and new enterprises.  As technical advancement plays a bigger and bigger role in the contribution rate of economic growth, the IP market value owned by the enterprises also becomes bigger and bigger and has exceeded the traditional tangible asset value.  Therefore, IP has become a tool of the high and new enterprises in market competition.  Innovation is the foundation and resource of IP and has become the crux of the enterprises to scramble, maintain and develop their advantages in competition.  More and more technically leading enterprises, through the accumulation and operation of IP, are converting their innovation advantages to IP advantages.

 

Tian said that the present economic development stage determines that China must take the road of independent innovation and must own intellectual property rights.  Therefore, while taking the road of independent innovation and building up an innovative-type of a nation, we must regard the enterprises as the subject of the market as well as the subject of innovation and energetically raise the enterprises' capabilities for IP creation, protection and administration.  This is also one of the important tasks in the formulation of our national intellectual property strategy.
