On June 4, 2007, the third training class of Seminar on IP Strategy for the City (Prefecture) Leading Cadres in China was held at the China Intellectual Property Training Center in Beijing.  Commissioner Tian Lipu of the State Intellectual Property Office (SIPO) made a report on the situation and tasks of intellectual property right to nearly 30 leading cadres in charge of IP work from China's provinces, autonomous regions and municipalities under the Central Government.

 

Tian pointed out that intellectual property is the main objective and resource of independent innovation and the inevitable choice for the building of an innovative-type of nation.  However, at the time when the developed countries have entered into the knowledge economy and under the grand environment of seeking to the maxim global protection for IP protection, China's IP undertaking which started quite late is still confronted with a stern situation and challenges.  For this reason, Tian pointed out that as leading cadres in charge of science and technology work, they should further understand the importance of IP work under the new situation, enhance the government's leadership over the IP work and strengthen in earnest IP protection and the cultivation of IP talents, so as to raise the IP consciousness of the entire society.

 

In the 5-day seminar, key lectures on public policies such as the building of IP system, the role of the government in promoting economic growth using intellectual property and the IP in the international trade will be given by China's IP experts and officials of the United Nations Conference on Trade and Development (UNCTAD) and also discussions will be held with the trainees.  Through the study and research of relevant issues on intellectual property, the seminar will further help the city (prefecture) leading cadres to understand the importance of IP work, enhance the leadership on IP work so as to make use of the IP system and promote the capability and level of local economic and social development.

 

The Seminar on IP Strategy for City (Prefecture) Leading Cadres in China was sponsored by the Organization Department of the CPC Central Committee and organized by the State Intellectual Property Office.  This is one of the series of training classes designed by the Party Central Committee for the local Party and government leading cadres, in collaboration with its relevant organizations and the ministries and commissions of the government, for the implementation of the "Regulations Governing the Education and Training of Cadres (Trial)" and the "National Plan for the Education and Training of Cadres in China 2006-2010".  Three training classes had consecutively been held for the city (prefecture) leading cadres in China by SIPO since 2005.  This is an active attempt for the popularization and training of IP among the Party and government leading cadres and has achieved good results.
