Online Interview via IP Governmental Portal Website Held in Chongqing

 

In order to publicize and implement the newly issued Chongqing Patent Promotion and Protection Statute (hereafter, the Statute), create sound legal environment for innovation, improve the municipality's core competitiveness and stimulate regional economic development, an online interview via the IP governmental portal website (www.sipo.gov.cn) was held in Chongqing IP Administration on August 20, themed with "perfecting local patent regulations and promoting the construction of a innovative municipality."

The online interview was held by the IP governmental portal website and jointly supported by Chongqing governmental portal website and Chongqing subordinate website of the IP governmental portal website. The interview was broadcast live in text and photos by the IP governmental portal websites and was relayed by the website of the China's central government, the website of Chongqing municipal government, the website of Chongqing IP Administration and other websites.

The event adopted the form of combining theme interview and online communication, with participants including Lin Binghui, Deputy Commissioner of the State Intellectual Property Office, Yin Mingshan, Vice Chairman of the Chinese People's Political Consultative Conference Chongqing Committee and Chairman of the Board of Chongqing Lifan Group, Qin Jiaying, Director of the Committee of Education, Science, Culture and Health under Chongqing People's Congress, and Yuan Jie, Deputy Director of Chongqing Science and Technology Commission and Director of Chongqing IP Administration. Journalists from Xinhua News Agency, China Intellectual Property News and Chongqing local media attended the interview.

While answering journalists and Internet audiences, Lin stressed that local legislation departments should be bold in innovation and highlight their characteristics to make further progress. Under the precondition abiding by the basic principle and spirit of sticking to the higher level laws, they can try to devise and stipulate some new regulations and measures to further complement and concrete patent laws. Local legislation departments should learn the legislation experience of the Statute and, combining local conditions, develop some effective measures and practices into local laws to promote the development of local IP works. Lin pointed out that local patent laws should highlight the characteristic of patent administrative protection, just like the Statute, to form a complete working system of patent administrative management. While handling patent disputes and cracking down on fake and disguised patent rights, related departments should continue to strengthen their law enforcement.
