Chinese President: Perfecting IPR Protection and Building up Capacity to Address Climate Change

 

Chinese President Hu Jintao delivered an important speech at the 15th APEC Economic Leaders' Meeting in Sydney, Australia on September 8, pointing out that measures should be taken to strengthen personnel training for better IPR protection and bring the roles of various parties into full play so as to build up their capacity of addressing climate change.

 

On behalf of Chinese Government and in line with the attitudes of shouldering the supreme responsibility for human beings and the future, Hu pointed out that the world should respect the history, root firmly in the present with a long view to the future, launch pragmatic cooperation, and coordinate economic development and environmental protection. He put forward four proposals of strengthening cooperation, promoting sustainable development, adhering to international treaties' dominating position and encouraging scientific and technological innovation.

 

Hu stressed that only through constantly improving the capacity and level of scientific and technological innovation and following the development path with high scientific and technological contents, good economic effect, low resource consumption and less pollution can we coordinate economic development and environmental protection so as to form a beneficial circle. Measures should be taken to strengthen research and development, promote technologies of energy conservation, environmental protection and low carbon energy, and promote technology cooperation and exchanges through increasing capital injection. Personnel training should be strengthened to improve IPR protection and efforts should be made to fully mobilize the enthusiasm of various parties to jointly address climate change.

 

Hu pointed out that some unstable factors still exist in the development of Asia-Pacific region, such as the aggravation of economic imbalance worldwide, rising of trade protectionism, increase of pressures on energy resources and deterioration of biological environment. In recent years, climate change attracts the world attention, which is related to the development and people's life in Asia-Pacific region. In line with the attitudes of shouldering the responsibility for human beings and the future, the world should respect the history, root firmly in the present with a long view to the future, launch pragmatic cooperation and coordinate economic development and environmental protection.
