He Hua (right) talked with David Muls
On September 11, He Hua, Deputy Commissioner of the State Intellectual Property Office (SIPO), met with a three-member delegation headed by David Muls, Director of PCT Legal Division of the World Intellectual Property Organization (WIPO), exchanging views on bilateral cooperation in the sectors related to the Patent Cooperation Treaty (PCT).
He Hua expressed his welcome to Muls and briefed on the general situation of SIPO. He noted that SIPO had handled 3,000 international patent applications of PCT international phase by the end of this August. In May and June, more than 600 PCT e-applications were filed to SIPO through SAFE (Secure Applications Filed Electronically) system online. It is expected that the total number of international patent applications of PCT international phase will exceed 5,000. He pointed out that the PCT e-application system, which was jointly developed by SIPO and WIPO, receives warm welcome from the clients. The system not only provides convenient application procedures, but also explored a new way of paperless working style in preliminary examinations, real examinations and item searches, exerting positive influences to SIPO's patent examination works.
Muls indicated that WIPO appreciates SIPO's working measures and hopes to develop PCT glossary database together with SIPO so as to further improve the quality and speed of patent searches.
