According to Xinhua News Agency, the 17th CPC National Congress was held at nine o'clock on the morning of October 15 at the Great Hall of the People. Wu Bangguo presided over the convention and declared the opening of the important event. Hu Jintao delivered a speech.

In his speech, Hu pointed out that measures should be taken to promote the rapid and healthy development of the national economy. Hu noted that efforts should be made to improve China's independent innovation capacity and construct an innovative country. The long and medium-term science and technology development plan should be implemented carefully. Input to independent innovation should be strengthened, focusing on breaking through the key technology barriers that restrain economic and social development. Measures should be taken to accelerate the progress of constructing the national innovation system through supporting basic research, forefront technology research and social welfare technology research. Efforts should be made to guide and support innovation factors to gather around enterprises, so as to promote the transformation from scientific and technological achievements into realistic productivity. Reform of science and technology management should be deepened and intellectual property strategy should be implemented. Measures should be taken to fully utilize international scientific and technological resources. Innovation environment should be further encouraged to foster the world first class scientists and technological leading talents, so as to promote new ideas and encourage innovation talents.
