On October 13, the 67th Chairmen's Meeting of Standing Committee of the 10th National People's Congress (NPC) was held at the Grand Hall of the People in Beijing. Chaired by Wu Bangui, chairman of the NPC Standing Committee, the meeting decided that the 30th session of Standing Committee of the 10th NPC will convene from October 24 to 28 in Beijing. The bill of the State Council about the amendments to the Agreement on Trade-Related Aspects of Intellectual Property Rights (TRIPS) will be deliberated at this session.

 

According to the agenda proposed by Mr. Wu, the 30th session of the Standing Committee will continue to deliberate some other issues, such as the Law on Layout of Urban and Rural areas, amendments to the Civil Law, the Legal Law and to the Energy-Saving Law, drafts of the Law on Administration Enforcement, Anti-Drug Law, as well as the Law on Intermediation and Arbitration for Labor Dispute. In addition, the bill of the State Council about the amendment to the Regulation of Road and Traffic Safety will also be discussed.

 

Based on the proposal of the Chairman's Council Meeting, the following reports will be deliberated at the session either: the report of the Supreme People's Court about the completeness of the judicial regulation system for fair justice, and the report of the Supreme People's Procuratorate about the completeness of the inspection regulation system for fair justice. The reports about the bills from delegates of the Fifth Session of the Tenth NPC will be discussed at the 30th session. These reports are submitted by the special committees under the Standing Committee of the NPC, including the Ethnic Affairs Committee, Financial and Economical Affairs Committee, Foreign Affairs Committee, Overseas Chinese Affairs Committee, Environment Protection and Resources Conservation Committee, and the Agriculture and Rural Affairs Committee.

 

Moreover, the report of the Delegate Qualification Examination Committee of the Tenth NPC Standing Committee about some delegates' qualification will be deliberated, so will be the bill of appointments and removals of State Council officials.

 

At the Chairmen's Meeting, Sheng Huaren, Vice-Chairman and the Secretary-General of the 10th NPC Standing Committee, delivered a report on the draft agenda and schedule of the 30th session for discussion. After that, the Chairmen of the relative Special Committees gave reports on the draft agenda respectively.

 

The vice chairmen of the NPC Standing Committee, Wang Zhaoguo, Li Tieying, Ismail Amat, He Luli, Ding Shisun, Cheng Siwei, Xu Jialu, Jiang Zhenghua, Gu Xiulian, Raidi, Uyunqimg and Han Qide attended the session.
