On November 26 ? 27, a nation-wide symposium on patent strategy promotion was held in Changsha, Hunan Province. Zhang Qin, Deputy Commissioner of SIPO, attended the symposium and delivered a speech. More than 70 delegates attended the symposium.

“Implementing Intellectual Property Strategy”, explicitly raised in the report of 17th National Congress of CPC, is China’s overall major strategic decision at the new era relating the long-term development program of national economy, technology, culture, and society, as well as a necessity to carry out the scientific outlook on development. The patent promotion strategy will be the core content of implementation of the National IP strategy, bearing success or failure on the whole strategy. The researches for the promotion program of patent strategy are very important and foundational to the implementation of the National IP Strategy, to the development of forewarning and emergency system related to IPR, and to the long-term development of industry and enterprises.

SIPO began the promotion program at the end of 2001. The program has emphasized on supporting some key industries and high-tech enterprises to apply patents both at home and abroad, as well as the relevant research and analysis. Making full use of patent information, and helping main bodies in technological innovation to choose the right direction and objective, fostering and forming new technological advantages, and then transferring to IPR advantages, are the detailed purposes of the program. In the past six years, a series of researches for patent promotion were carried out, and some explorations were conducted on research ideas, methods and content, laying a basis for the formulation of IP strategy.

During the symposium delegates also summarized the progress of research in 2006, discussed the new IP development in China and world and the countermeasures China should adopt. Meanwhile, the supporting projects for 2007 promotion program were initiated in the symposium.

Representatives from Tianjin, Shaanxi province, Zhuzhou city, as well as Handan Iron & Steel Group, East Lindun Technology Co., Ltd., Thomson Digital Technology Co., Ltd. And Zhuhai Tianwei Feima Co., Ltd. introduced their experience in patent strategy research.
