Lin Binhui Addressed at the Opening Ceremony of 2007 China's IP Culture Forum

 

 

On December 20, 2007 China's Intellectual Property Culture Forum was opened in Beijing. Lin Binhui, Deputy Commissioner of SIPO, addressed at the opening ceremony.

 

Lin said that, according the arrangement of the Central Committee and the State Council, the National IP Strategy will be carried out in next year, indicating IP cause in China will enter into a new development period. Culture is the basis of system and mechanism, "China has a short history of IP, so IP consciousness doesn't have a profound cultural deposit. We have to take effective measures to cultivate and develop a kind of IP culture which is healthy, positive, and adapted to the current development, thus, to better to implement the National IP Strategy, build an innovative country and create the sound social environment and cultural atmosphere," he added.

According to Lin, WIPO brought forward the idea of building IP culture for the first time in 2003, and regarded it as a major task in its work. In 2004, an international symposium themed as "Building and Transmitting Intellectual Property Culture" was held in Tokyo, and gave the birth of Tokyo Declaration, the first one on IP culture. Over the past few years, Chinese scholars in IP field have also made research about IP culture, the forum is the first nation-level event on IP culture in China.

 

2007 China IP Culture Forum, hosted by SIPO and undertaken by IP Publishing House, is one of the main parts of 2007 China IP Culture Year. Over 140 representatives from SIPO, local IP offices and the IP Publishing House participated it.
