On January 17, 2008, Mr. Tian Lipu, Commissioner of SIPO has a talk on SIPO's wok in 2008. According to his talk, SIPO will continue to implement the instruction from China central government, fully implement the National IP Strategy, further complete IP legal system, and upgrade the overall capacity and information construction of IP work.
2008 is the first year to implement the National IP Strategy, so Mr. Tian asks to do prepare well for the fourth conference of the State IP Strategy Leading Group as so to pass through the Principal of National IP Strategy and submit it to the State Council. After the Strategy passed, he said, SIPO will study and formulate middle-and-long-term working plan and the promotion plan in 2008, especially well implement patent strategy and agent service strategy. What is more, SIPO will establish IP Strategy implementation evaluation mechanism, further enforce IP law system, cooperate with legistration department to promote the third amendment of the Patent Law, and submit the implementation methods of Patent Law to the State Council for approval.
"Because of gap between SIPO and the IP offices of developed countries, SIPO has to further enhance the overall capacity in patent examination, promote the informationization of IP, constantly upgrade the IP staff's professionality, and expand international cooperation and exchange," Tian says.
For improving patent examination quality, SIPO will complete its examination mechanism, realize the integration and coordination among examination standard formulation, quality control, examiners training and academic research. Examination quality management, procedure management, and academic research will be enforced, according to Tian. In term of IP informationalization, SIPO will pay more attention to electronic patent examination system, patent searching and service platform as well as other key projects, and the former two projects should be finished in 2008.
Primary and further processing of China patent data, translation of China patent digest to English as well as other twelve processing projects ought to be finished on schedule, Tian says.
"We will continue our efforts to improve IP macro-management," says Mr. Tian. He asks to declare IP Work Plan in the 11th Five-Year Plan Period, and then promote and supervise local IP administrations and each department of SIPO to fully implement the plan. What is more, SIPO will enforce evaluation to the plan's implementation, study new problems coming out during the implementation, and present countermeasures to the new problems. Law enforcement of IPR protection should be enforced, new IP Aid Centers will be established, and special IP law enforcement actions will be adopted in key industries and areas. "SIPO will also strengthen instruction and service to local IP administrations and some industries," Tian continues.
"Publicity of IP knowledge is another important aspect of SIPO's work in 2008, specially the publicity of the Principal of National IP Strategy; IP culture and public consciousness of IP will be fostered by organizing various forms of publicity activities," Mr. Tian notes.
