The action plans asks to strengthen leadership, coordination and supervision, make concrete plan and organizing various publicity activities.

According to the document, the local IP administrations are required to pay more attention to the locations where cases happened frequently such as commodity distributing centers, exhibitions, markets, to some key industries such as food, medicine, agriculture, high technology, and to the key projects.
