On February 28, 2008, the 2nd Session of the 7th Council of All-China Patent Agents Association (ACPAA) was held in Beijing. He Hua, Deputy Commissioner of SIPO, delivered a speech at the conference, saying that the development of China's patent agency industry should be set from the perspective of implementation of China National IP Strategy so as to promote its progress.
At the session, He Hua introduced the main tasks of SIPO on patent examination in 2008, and addressed that the examination work should be conducted closely following the fulfillment of the two points, i.e. implementation of the National IP Strategy, and the construction of IP offices. By relying on management and system innovation, China will enforce the comprehensive capability on patent examination.
Then He Hua gave details about agency industry in following eleven aspects:
1.Positioning China IP agency industry from a perception of implementation of the National IP strategy;
2.Formulating medium-and-long-term development program for the industry to support agents to develop with their own characters and superiority;
3.Striving for rapid development of the industry under the support of the government;
4.Improving service ability so as to offer better and effective service to enterprises;
5.Supporting each other among agents to promote the sustainable development of the industry;
6.Enhancing the self-discipline to set up a well-known credit of the industry;
7.Conducting various types of training programs and symposiums to improve comprehensive service capability of patent agents;
8.Organizing communication activities between patent agents and examiners to promote their improvement, then to dedicate to the sound and rapid development of the patent course;
9.Establishing incentive and supervision mechanisms, and building up an environment for the fair competition;
10.Setting up service standards for patent agency, such as quality evaluation system, credibility system, training system and management system etc.;
11.Further enhancing self-construction of the secretariat of ACPAA, then to offer powerful support for the sound development of the industry.
At last, he expressed his wishes to patent agents on some issues concerning improper patent applications.
According to the session, a total of 78 council members were present.
