For clarifying China’s IPR protection measures in 2008 and providing more detailed instruction to local IP administrations, member ministries (Publicity Department, the Ministry of Public Security, the Ministry of Justice, the Ministry of Information Industry, the Ministry of Commerce, the Ministry of Culture, State-owned Assets Supervision and Administration, China Customs, the Supreme Court, State Administration for Industry and Commerce, General Administration of Quality Supervision, Inspection and Quarantine, National Copyright Administration, State Food and Drug Administration, State Intellectual Property Office, China Legislation Office, State Council Information Office, Supreme People’s Procuratorate of PRC) of China National IPR Protection Leading Group and the Group’s office, make out the Plan, which covers following 10 aspects including 280 concrete measures.

Legislation: revise and formulate 24 laws, regulations, rules, administrative measures concerning trade marks, copyright, patent, foreign trade, customs intellectual property protection, and draft 5 judicial interpretations; 

Law Enforcement: organize 16 special actions concerning printing, duplicating, internet and publications, and adopt 11 measures to enhance daily law enforcement;

Judgment: enforce judicial protection by applying 7 new measures;

Mechanism: apply 36 measures to promote coordination among various government departments and regional interaction, IPR early warning as well as safeguarding and administration; to enhance supervision on law enforcement, improve IPR judicial protection, and the service of IPR complain and report center;

Publicity: implement 62 measures, including large-scale publicity events, producing video, hosting press conferences and forums;

Training: adopt 27 measures such as formulating training implementation plan, compiling relevant textbook and holding training programs and lectures. Trainees include grassroots judicial staff, people from enterprises and institutions, law workers and even pupils and students;

International exchange and cooperation: 27 measures will be carried out such as organizing inspection trips, trainings and attending forums, dialogues, or seminars;

IPR protection for enterprises: take 17 measures to guide enterprises to complete their IP system, and improve their competitive ability by using IP system;

IPR holder service: there are 25 measures to improve IP service system and information service network;

Research: 23 hot topics are listed out to study application of IP laws, IPR protection and management.
