On the morning of April 7, the Entitling Ceremony of the “Demonstration City of the National IP Work” and Awarding Conference of IP Work are held solemnly in Luoyang, Henan Province. Luoyang City is honored the title of “Demonstration City of the National IP Work.” Tian Lipu, Commissioner of SIPO awards the plaque of “Demonstration City of the National IP Work” to Guo Hongchang, Vice Secretary of Luoyang Municipal Party Committee and Luoyang Mayor, making Luoyang the first city winning the special honor in Henan Province.

In recent years, CPC Luoyang Municipal Committee and Luoyang Municipal Government have listed IP work into their important working schedules and enhanced their efforts of IPR protection, leading to the fact that the city’s innovation capacity keep increasing notably and its tempo of patent implementation and industrialization is accelerated. Between 2005 and 2007, the patent applicant in Luoyang increased by 27 percent annually in average, with its annual growth rate of applications of patent for inventions reaching 39 percent. Luoyang is in the front rank in Henan Province in terms of the number of patent application. Currently, the city has basically established a comparatively perfect IP management system of county (city) districts, enterprises, research institutes and colleges and universities. Meanwhile, Luoyang formulated IPR protection and management regulations, established IP coordination mechanisms covering the whole city and launched the program of stationing public security staff at the liaison department of IP administrations at an earlier date compared with other prefecture-level cities nationwide.

Furthermore, the conference also praised 2007 top 10 enterprises in comprehensive IP sector like Luoyang Bearing Science and Technology Co., Ltd, China Nonferrous Metals Processing Technology Corp. Ltd., and CITICHMC Luoyang Industry and Commerce Co. Ltd., and 10 private enterprises with notable IP achievements such as Huizhong Animal Medicine Pharmacy, China Luoyang Guanqi Industrial and Trade Co. Ltd., and Dukang Industry Co. Ltd.
