SIPO Nanchang Patent Agency is formally established on April 16. He Hua, SIPO Deputy Commissioner and Zhu Zhangcai, Vice Chairman of Jiangxi Provincial Political Consultative Conference attend the plaque presentation ceremony.
At the ceremony, Mr. He extends his warm congratulations to the opening of the agency on behalf of SIPO. He notes that the SIPO Nanchang Patent Agency, after opening for business, provides a window for inventors, and patent applicants and agents in Nanchang City and its surrounding areas to conveniently and promptly go through the procedures of patent applications and other patent affairs. An important force in the system of China’s patent examination and grant, patent agencies play important roles in the process of promoting the development of China’s patent cause. SIPO further strengthens its management to patent agencies, formulates the patent agency management regulations, clarifies their working procedures and quality norms, improves the mechanisms for quality supervision and stimulation and strengthens trainings to related staff, enabling patent agencies to realize systematic, standard and regulated management gradually. Mr. He hopes Nanchang Patent Agency could work strictly according to various stipulations in the Patent Law and its implementation rules, abide by various regulations and rules of SIPO, provide excellent and effective services to inventors in Jiangxi Province, and make unremitting efforts to promote scientific and technological innovation and regional development of the province and the development of China’s intellectual property cause.
Nanchang Patent Agency is the first of its kind in Jiangxi Province, which puts an end to the phenomenon that inventors in Jiangxi Province have to file patent applications to SIPO Patent Office and patent agencies in other provinces. It will effectively save patent applicants’ valuable time, reduce their application costs, alleviate the contradiction between the rapid patent application growth and inconvenient patent application, providing a sound service platform to strengthen IPR protection and promote scientific and technological innovation. Up to date, China has totally 24 patent agencies nationwide.
On behalf of the SIPO, SIPO patent agencies mainly handle patent applications, collect patent fees and popularize Patent Law and other patent information. In 2007, China totally handles more than 4 million patent applications at home and abroad. Patent applications from Jiangxi Province reach 3,548 in 2007, up 11.9 percent year on year, including 1,012 applications of patent for invention, which grows 23 percent compared with the previous year.
