Tian Lipu Unveils China’s First Practice Base for Patent Examiners in Shanghai

 

On May 6, China’s first Practice Base for Patent Examiners is established at Zhangjiang Park of the National IP Pilot Project in Pudong New District, Shanghai. Tian Lipu, SIPO Commissioner, and Zhao Wen, Vice Mayor of Shanghai Municipal Government attend the opening ceremony and jointly unveiled the plaque for the base.

After being established, the SIPO Shanghai Zhangjiang Practice Base for Patent Examiners will construct a platform for two-way interactive exchanges between the state patent administrative departments and enterprises in Zhangjiang Park of the National IP Pilot Project in Pudong. On the one hand, it can supply a more direct and effective way for patent examiners to learn, practice and research, help them better understand the status quo and future trends of the development of hi-tech industry and cutting-edge technologies of enterprises, know more about the key points of patent protection in new technology research and development and accelerate the training and development of patent examiner teams; on the other hand, patent examiners can help enterprises improve the quality of patent examination, promote enterprises’ independent innovation and raise enterprises’ capacity and level in protecting and using intellectual properties.

The base is one of the cooperative projects between SIPO and Shanghai Municipal Government. SIPO and Shanghai Municipal Government hope to take the opportunity of Pudong New District launching the pilot project of comprehensive and coordinative reform to launch overall researches and explorations in IP area, promote independent innovation through institutional innovation and accelerate the construction of Zhangjiang Park of the National IP Pilot Project.

After Zhangjiang Park of the National IP Pilot Project is formally launched in May 2006, notable achievements have been made in the park in terms of formulating guild patent strategies, implementing IP stimulation policies, establishing the public IP service platform and improving IPR protection mechanisms. Some industries like integrate circuit, software and Bio-pharmaceutics in the park take the leading position nationwide and some even reach the world first-class level.
