On May 12, the Cooperation and Consultation Conference Between SIPO and Fujian Provincial People’s Government and the Signing Ceremony of the Cooperation Protocol of Jointly Promoting IP Development in the Economic Zone West of Taiwan Strait is held in Fuzhou. Tian Lipu, SIPO Commissioner, Zhang Qin, SIPO Deputy Commissioner, Huang Xiaojin, Governor of Fujian Provincial People’s Government and Li Chuan, Vice Governor of Fujian Provincial People’s Government attend the conference and the signing ceremony.

At the conference, Mr. Zhang and Mr. Li, on behalf of SIPO and Fujian Provincial People’s Government respectively, sign the Cooperation Protocol of Jointly Promoting IP Development in the Economic Zone West of Taiwan Strait.

According to the Protocol, both sides should jointly promote the formulation and implementation of IP strategy of Fujian Province, jointly build the platform for IP exchanges and cooperation across Taiwan Strait, jointly construct the IP talent training base in the Economic Zone West of Taiwan Strait, jointly encourage the increase of IP public service capacity in the Economic Zone West of Taiwan Strait, and jointly enhance the capacity construction of IP utilization of advantageous industries and leading enterprises in the Zone. The cooperation and consultation conference is scheduled to be held regularly in Beijing and Fuzhou every year.

The two sides also sign the 2008 Key Work Points of Jointly Promoting IP Development in the Economic Zone West of Taiwan Strait. The main points include: Jointly promoting the research and formulation of IP strategy of Fujian Province; jointly hosting the IP Forum Across Taiwan Strait on June 18; jointly establishing the National Patent Technology Exhibition and Exchange Center of Fujian; jointly planning and constructing the IP talent training base in the Economic Zone West of the Taiwan Strait; and jointly constructing the exchange stations of enterprises’ patent work.

The establishment of the Cooperation and Consultation System Between SIPO and Fujian Province indicates that Fujian Province and SIPO are further strengthening their working relations and raising their cooperation level. Implementing IP strategy and supporting the development of the region west of Taiwan Strait are the important strategic decision made by the CPC Central Committee. The Cooperation and Consultation System Between SIPO and Fujian Provincial People’s Government is the concrete practice of implementing the spirits of the 17th Party Congress, active steps serving the great cause of national reunification and the effective channels to promote the development of the Economic Zone West of Taiwan Strait.
