On May 21, the third Cooperation Consultation Between SIPO and Anhui Provincial Government is held in Beijing. He Hua, Deputy Commissioner of SIPO and Ni Fake, Vice Governor of Anhui Provincial People’s Government sign the 2008 Arrangement of Cooperation Consultation. Heads of related departments of SIPO and Anhui Province attend the signing ceremony.

Mr. He points out that the system of the cooperation consultation between SIPO and provincial governments vigorously promotes the development of local IP work, and energetically boosts SIPO’s work of macro-administration. Since 2005 when SIPO establishes the cooperation consultation system with Anhui Provincial Government, the province has been making constant achievements in terms of IP creation, application, administration and protection. He points out that the Compendium of the National IP Strategy has been recently reviewed and adopted in principle by the Executive Meeting of the State Council and will be publicized and carried out in the near future. The formulation and implementation of the compendium will be of extreme significance to Anhui’s development, and Anhui should strengthen the formulation and implementation works of its compendium IP strategy. Mr. He indicates that lacking of IP talents is a prominent problem facing the development of China’s IP course and he hopes Anhui Province can make efforts in training high-level, medium-level and common-level IP talents, and actively encourage IP talent training work through planning the overall situations.

Mr. Ni points out that the formulation and implementation works of IP strategy are the important carriers of constructing an innovative Anhui. Anhui should depend on independent innovation to make full preparation for its rapid development in IP course. He notes that his province will strengthen the work in three aspects of formulating and implementing IP strategy, encouraging IP creation and improving system regime.

The 2008 Arrangement of Cooperation Consultation mainly includes jointly promoting the formulation and implementation works of Anhui Provincial IP Strategy, jointly encouraging the establishment of Anhui IP Legal Aid Center, jointly boosting the demonstration work of Anhui IP pilot projects, jointly pushing forward the work of IP talent training, jointly helping in the implementation of the Regulations of Anhui Province on Patent Protection and Promotion, and so on.
Up to date, SIPO has established cooperation consultation system with six provinces and municipalities such as Anhui, Jiangxi, Shanghai, Hunan, Tianjin and Fujian.
