He Hua Attends the 11th CHITEC International Forum of Hi-Tech Enterprises

On May 21, the International Forum on Independent Innovation and Brand Construction of the11th China Beijing International High-tech Expo (CHITEC) is inaugurated in Beijing. SIPO Deputy Commissioner He Hua attends the forum and delivers a speech.

Mr. He points out that to implement IP strategy, we should establish the market-oriented independent IP regime combining production, study and research, with enterprises as the main body. We should guide enterprises to retrieve IP information before researching and developing projects so as to increase the capacity of transforming their innovation fruits into IPRs, and support them to obtain IPRs abroad. Meanwhile, measures should be taken to transfer the high-level fruits of colleges, universities and scientific research institutes to enterprises, encourage the commercialization and industrialization of innovation fruits and promote the combination of technology and market so as to form a batch of independent IP brands and advantageous enterprises that can skillfully utilize their intellectual properties.

Mr. He points out that in 2007, the number of the applications of patent of invention filed by enterprises exceeds 60,000 in China, accounting for 66 percent of the whole number of patents of invention. This indicates that enterprises are gradually becoming the backbone of China’s technological innovation. He says that enterprises, especially hi-tech enterprises will shoulder greater responsibilities in constructing an innovative country. However, the comprehensive capacity of China’s intellectual properties cannot meet the demands of the country’s participation in competition and people’s IP consciousness should be further improved.

On May 20, the 11th CHITEC is held in Beijing. At the opening ceremony, all the participants observe one minute’s silence to mourn the victims of the violent earthquake in Wenchuan County of Sichuan Province.
