The SIPO-led opinion soliciting conference on the Implementation Plan of the National IP Strategy is held recently. SIPO Deputy Commissioner Zhang Qin participates in the conference.

At the conference, Mr. Zhang introduces the progressed of the formulation work of the Compendium of the National IP Strategy and briefs on the drafting work of the Implementation Plan. He says that in light with the requirements of the CPC Central Committee and the State Council on IP strategy implementation, SIPO has drafted the Implementation Plan on the National IP Strategy (Opinion Soliciting Version) according to the instructions of related leaders of the State Council, the Compendium of the National IP Strategy adopted by the Executive Meeting of the State Council in principle and the achievements made by the special researches of the National IP strategy.

Participating units believe unanimously that it is very necessary to issue the implementation scheme and working plan of the national IP strategy. SIPO has done a lot of work in this regard, and the plan it submitted is based on sound foundation. Many units also put forward suggestions on the working contents, organization styles, financial supports and assessment adjustments included by the plan. These suggestions include: Further detailing the working contents according to the Compendium and clarifying the implementing stages and implementing units; establishing the working mechanism or leading mechanism for coordinative promotion; confirming a unified financial guarantee regime; launching the program of tracing assessment in different phases of the implementation of IP strategy so as to ensure the pragmatic results from strategy implementation, and so on.

Related people from various member units of the former National Office of the Strategy Formulation for Intellectual Property such as the State Administration for Industry and Commerce, National Copyright Administration, Ministry of Commerce, Ministry of Science and Technology and National Development and Reform Commission participate in the conference.
