Recently, SIPO announces the Circular on Confirming the Second Batch of National Patent Technology Exhibition and Exchange Centers of the Program of National Patent Technology Exhibition and Exchange Platform (hereafter referred to as the Circular), confirming 14 units such as Shanxi Technology Property Exchange as the second batch of National Patent Technology Exhibition and Exchange Centers of the Program of National Patent Technology Exhibition and Exchange Platform, thus increasing the number of such centers nationwide to 32.

The newly confirmed national patent technology exhibition and exchange centers include Shanxi Technology Property Exchange, Huhhot Intellectual Property Service Center, Shenyang Technology Exchange, Intellectual Property Service Center of Suzhou Industrial Park, Changzhou Technology Property Exchange Center Co. Ltd., Jiaxing Science and Technology Incubation Center, Fuzhou Technical Market, Qingdao Technology Stock Exchange Co. Ltd., Scientific and Technological Innovation Center of Weihai Economic and Technical Development Zone, Xiangfan Patent Service and Development Center, Guangzhou Municipal Patent Information Center, Property Exchange Center of Hainan Special Economic Zone, Kunming Productivity Center and Guizhou Yangguang Property Exchange.

The Circular points out that all these centers should launch various works in all-round manner in the mode of nonprofit public welfare institute and in the operation form of enterprise, and make efforts to promote commercialization and industrialization of patent technologies; measure should be taken to strengthen management, actively explore and launch system, mechanism and management innovations to promptly form the sound platforms for patent technology exhibition and exhibition; efforts should be made to construct platforms with different characteristics combining the realities of different regions and units to exert the radiation roles to promote the economic development of surrounding regions; cooperation should be strengthened to launch joint activities in proper time according to the unified requirements of SIPO; they should constantly strengthen their service and equipment construction and set up and maintain the brand and image of the national patent technology exhibition and exchange platform through self-discipline.

In 2006, SIPO starts to implement the Program of National Patent Technology Exhibition and Exchange Platform. Setting up the permanent national exhibition and exchange platforms for patent transformation is the core of the program. In 2006, SIPO confirms the first batch of 18 national patent technology exhibition and exchange centers, mainly in Beijing, Shanghai, Tianjin, Wuhan, Yichang, Ningbo, Huaibei, Nanchang, Chongqing, Chengdu, Foshan and other regions. These centers operate independently and cooperate with and support each other in business launching. When the conditions are ripe, SIPO will direct various centers to jointly establish the effective national cooperation mechanism to promote interactions and launch joint activities of various centers nationwide.
